SNI Certification for Indonesia: Mandatory vs Voluntary, Explained

Not every SNI mark means the same thing, and that distinction can cost or save you tens of thousands of dollars. Indonesia runs two separate SNI regimes under Articles 20 and 21 of UU No. 20/2014, the country's standardization law: SNI wajib (mandatory), which is a legal requirement to sell in Indonesia for a specific, government-defined list of product categories, and SNI sukarela (voluntary), which many companies pursue anyway as a quality signal even when nothing in the law requires it. One is a legal gate. The other is a marketing choice. Getting this wrong in either direction is expensive. Either you spend months and thousands of dollars certifying a product that never needed it, or you ship without certification and get stuck at customs.

Is Your Product on the Mandatory List?

The mandatory list is set and revised by BSN (Badan Standardisasi Nasional, Indonesia's National Standardization Agency) and currently spans categories including building materials (ceramic tiles, rebar, safety glass, electrical cable), tyres, helmets, children's toys, cement, fertilisers, and a wide range of electronics and appliances (refrigerators, washing machines, chargers, batteries, power banks, and more). The list changes over time, so confirming against the current version, not last year's, matters before you commit budget.

Type 1b vs Type 5: The Two Certification Pathways

Once you know your product needs SNI, the next question is which certification type applies, and that depends on how you're bringing it into the market:

Type 1b (batch/pilot certification) applies to a single, specific shipment, suited to companies testing the Indonesian market with a one-off or pilot import. It typically costs USD 3,000 to 6,500 per batch, is valid 6 to 12 months, and takes 6 to 10 weeks to obtain.

Type 5 (ongoing/factory certification) applies when you're planning continuous, ongoing distribution rather than a single shipment, or when your product category is designated as Type-5-only regardless of intent (this includes most of the mandatory building materials, tyres, helmets, toys, cement, and fertiliser categories). It costs more upfront, USD 8,000 to 25,000 initially, plus USD 2,500 to 5,000 annually, but the certificate (CoC) is valid 5 years, with the underlying SPPT-SNI product permit valid 4 years, making it the more economical path if you're in Indonesia for the long term.

Two Things People Miss

Wireless and radio-enabled products (routers, Bluetooth speakers, wireless earphones, and similar) often need a separate POSTEL certification alongside SNI, easy to miss if you're only thinking about the SNI mark.

Products that also qualify under K3L (appliances, chargers, lighting, batteries, power banks) may need co-certification alongside SNI, not instead of it. The two aren't mutually exclusive requirements.

Manufacturing in Indonesia as a Maklun?

If you're an Indonesian contract manufacturer (Maklun) producing under a foreign or local brand owner's name, the SNI certification obligation typically rests with the brand owner, not the factory, worth clarifying this early to avoid duplicated effort or a compliance gap nobody actually owns.
